Conservative country is grappling how to make with progress

Peru took a major step back this week in its fight for more LGBT inclusiveness, as its Congress rejected legalizing same-sex civil unions. The bill, drafted by openly gay congressman Carlos Bruce, would have given homosexual couples many of the same benefits enjoyed by heterosexual couples, but it was shot down by the legislative justice commission before being put to a vote. The proposed legislation had sparked a heated debate in the socially conservative nation, prompting an influential bishop to denounce Bruce with a homophobic slur. Undeterred by the setback, Bruce vowed to continue working on the issue, saying that “history will advance.”
